Lugang Township used to be known as Lutzekang under Changhua County administration, as a renowned culture-oriented township in Taiwan. Lugang Township lies north of Lugang River Estuary on the northwest Changhua Plains, at 24~24:10 North, 120:22:30~120:30 East. It neighbors Hsiushui Township to the east, Taiwan Strait to the west, Fusing Township across Lugang River to the south and Siansi Township and Hemei Township across Fanya Drainage Channel to the north. Lugang is in the pleasant “West Taiwan and the outlying island’s Dry Winter Temperate Zone Climate (Known as CWA)” where it is hot in the summer but not cold in the winter, with insignificant annual temperature difference, with concentrated rainfall and with significant dry season.

　　“Seas change into mulberry fields and mulberry fields into seas”. This timeworn proverb (Meaning time brings great changes to the world) best describes the history of Lugang. In the 17th century, Dutch occupiers used Lugang as a major harbor for exports. In 1784 (49th year of Emperor Chien Lung in Ching Dynasty), Lugang was officially named the sister port of Chuanchou of the Fukien Province as the gateway to central Taiwan. At that time the town was crowded with market stalls covering the streets with awnings, blocking out the sky. In the early 20th century, the conservative residents refused to allow the railway and highways to pass through. Further as the harbor silted up, Lugang transformed from Taiwan’s second largest city into a small town. For the same reasons, Lugang has remained unchanged.
